Yard Waste Accepted at Buckhorn Facility

The IRC Recycling and Composting facility accepts a variety of items for recycling at the Buckhorn. The following are the different types of yard waste and the related fee schedule that are accepted for recycling drop-off at the compost facility.  You can find a complete list of materials accepted and a description of our composting operations here.

Yard waste setout

We are happy to accept bagged grass clippings as well as trimmings and garden refuse.  Material may be loose, bundled with twine, or placed in paper bags.  Be sure to use only paper bags.  Paper bags are available at most home improvement, hardware and garden stores throughout the curbside communities. Brown kraft paper bags should be used, but please do not tape or tie them shut.  Simply fold the top of the bag.  Plastic bags are not permitted at any of the composting or municipal drop-offs.  Plastic gets tangled up in our processing equipment and cannot biodegrade with the yard waste.  Also be sure your bagged material does not contain metal, plastic or other trash.  We only accept organic material to be composted.  It is important for residents unloading material to follow directions to ensure the quality of our finished material.  We do not accept material from residents or landscapers that use Imprelis.  Please pay attention to traffic and directions when using our facility.

Compost & Mulch Sales 

Our screened material is available as a woody mulch (made from ground woody waste) or as a finer compost (made primarily from leaves and grass clippings).  Our facilities are licensed by the Pennsylvania Department of Agriculture and our material is tested regularly to assure that no hazardous constituents are in our finished mulch or compost.  Finished material can be purchased anytime during regular business hours.

Finished material: 

             o  Wood Chips (single grind mulch) – $12 per one yard scoop

             o  Unscreened Mulch (2x grind mulch) – $18 per one yard scoop

             o  Screened mulch (2x grind mulch) – $20 per one yard scoop

             o  Screened compost – $20 per one yard scoop

             o  Screened Topsoil – $30 per one yard scoop

It is generally illegal to burn yard trimmings in a mandated recycling community.  Besides leaves, this also includes tree and woody trimmings.  State law requires that most yard trimmings must be composted and may not be burned.  Besides being illegal, it is one of the most common causes of brush and forest fires. Leaf fires also emit large amounts particulate air pollution that complicate asthmatic and other breathing conditions.

Even if you don’t live in a mandated recycling community, we hope you’ll consider not burning (or at least minimizing what you burn).  We welcome both individuals and businesses to our two composting facilities on the Buckhorn and just south of Duncansville.

2021 Blair County HHW Collection Event at the Jaffa Shrine

To help reduce the amount of hazardous waste in our homes, waste stream, and our water supply, the IRC
will hold our annual Blair County Household Hazardous Waste Collection Event on Friday, July 23rd, from
12:00 p.m. to 5:00 p.m. and on Saturday, July 24th, from 8:00 a.m. to 1:00 p.m. at the Jaffa Shrine.
PRE-REGISTRATION IS REQUIRED! Please follow this link for more information, there is no charge to register: 2021 HHW Collection Event (tickets are not required to enter the event, so please save a tree and don't worry about printing them!)
There will be a base charge of $15.00 per car trunk-load with an additional charge of $0.50/lb. for all paints, payable at the event via cash or check only.
ONLY the following items will be accepted:
• Fluorescent bulbs and tubes
• Mercury containing items (such as smoke detectors/thermostats)
• Lead acid batteries
• Automotive fluids (used motor oil, antifreeze, oil filters & etc.)
• Pesticides and fertilizers
• Flammables and corrosives (such as paint thinner and drain cleaner)
• Spray Paint and other aerosol cans
• Latex and oil-based paints *All paints have a $0.50/lb. charge
We ask that all in attendance please follow these guidelines:
• Stay in your vehicle at all times
• Wear a facemask when speaking with staff
• Place materials to be recycled in trunk or truck bed to provide adequate social distancing
