Recycling Rewards Rules & Regulations

INTRODUCTION. This "Recycling Rewards" contest (“the Contest”) is being sponsored by the Intermunicipal Relations Committee (hereinafter “Sponsor”) and will award the contest winners a gift card to participating sponsors.   The details of the prizes and how to enter the Contest are contained in these Official Rules.

TO ENTER. You are automatically entered to win if you are a resident of the City of Altoona, Logan Township, Tyrone Borough and/or Hollidaysburg Borough (hereinafter “IRC Municipality) since you are required to place your recyclables at the curbside and if you meet the Eligibility requirements listed below.  During the Promotion Period (as defined below), be sure to separate all your recyclables (as defined below) from your trash and place them in your curbside recycling bin.  Any recyclables mixed in with the trash may result in disqualification at the discretion of the Sponsor.

Sponsor is not responsible for any error, human, technical or otherwise, which may occur in the in the selection of a winner.

PROMOTION PERIOD. The Contest begins at 5:00:01 a.m. Eastern Daylight Time on April 11, 2011, and ends at 11:59:59 p.m. Eastern Standard Time on November 18, 2011.

PERFECT BIN. Sponsor will be performing random curbside inspections throughout the IRC Municipalities in search of the perfect bin.  A Perfect Bin shall consist of all of the recyclable material mandated for curbside residential collection.  No recycling should be visible in the non-recyclable trash. Curbside material includes: all plastic bottles from #1-7; glass bottles and jars; steel, aerosol and aluminum cans; newspapers and inserts, magazines and catalogs, phone books, mixed paper and envelopes, junk mail, and shredded paper.   A perfect bin also requires that paper and commingled recycling are prepared as directed.  Paper recycling should be kept dry and bundled or bagged.  Commingled recycling should be rinsed.  Data collected during the curbside inspections will also be used to determine an individual compliance of the recycling ordinance and guidelines for that particular IRC Municipality.

ELIGIBILITY. The Contest is open to all residents who are:

  • Residing in the IRC Municipalities: City of Altoona, Township of Logan, Borough of Hollidaysburg, and Borough of Tyrone,
  • Eighteen years of age or older
  • Contracting with an approved trash hauler/recycler,
  • Not burning waste, recyclables or yard trimmings in personal incineration devices, burn barrels, pits or in other similar open air fires
  • Not in violation of the curbside collection of recyclables program in that particular IRC Municipality.

Void where prohibited by law.  Employees of Sponsor, City of Altoona, Township of Logan, Borough of Hollidaysburg, and Borough of Tyrone and/or the Blair County Solid Waste Department, are not eligible, nor are members of these employees' families (defined as parents, children, siblings, spouse, and life partners).

ACCEPTANCE OF OFFICIAL RULES. Acceptance of a prize in the Contest constitutes winner’s full and unconditional agreement to and acceptance of these Official Rules and to be contacted in person, by telephone and/or email.  Winners agree to accept all prizes at a meeting of the municipal governing body where winner resides.  Prizes will be awarded by the Municipal IRC Representative.

SELECTION OF POTENTIAL WINNERS. One (1) winner will be determined every two weeks during random curbside inspection of recycling bins to be conducted by Sponsors beginning on April 11, 2011 and occurring every two weeks thereafter until the end of the Contest on November 18, 2011, throughout all IRC Municipalities. Sponsor's decisions as to all matters related to administration of the Contest and selection of winners are final. All potential winners must comply with all terms and conditions set forth in these Official Rules, and winning is contingent upon fulfilling all requirements. The winner(s) from the Contest will be notified by in person at the residence where the ‘perfect bin’ was inspected. If any of the potential winner(s) cannot be contacted, an alternate winner will be selected in his or her place at random by the Sponsor.

PRIZES. The contest winners (the "Contest Winners") will be awarded a $50.00 gift certificate for one of the participating sponsors.  Participating sponsors include but are not limited to: Weis Markets, Giant Eagle. If a perfect bin cannot be determined for any two week period, the $50.00 gift certificate will roll over to be awarded during the following two week period of the contest.  Approximate value of each Prize: $50.00. The Prize is subject to the following material conditions and restrictions:

NO CASH OR OTHER SUBSTITUIONS ARE PERMITTED, EXCEPT BY SPONSOR, WHO RESERVES THE RIGHT TO SUBSTITUTE THE PRIZE WITH ONE OF EQUAL OR GREATER VALUE.

All federal, state and local taxes related to the Prize and the other prizes are the sole responsibility of Prize Winners. All other expenses and costs, not expressly listed above, are the Prize Winners’ sole responsibility. No refunds or credit for changes are allowed. No transfer of the Prize is permitted. All potential winners must execute and return an Affidavit of Eligibility/Release of Liability and Publicity within FIVE (5) days of notification. Noncompliance within this time period may result in disqualification, and an alternate Contest winner(s) may be selected, as applicable. Return of any prize notification as undeliverable may result in disqualification and selection of any alternate winners.

GENERAL CONDITIONS. The Contest is governed by the laws of the United States and the State of Pennsylvania, and participants in the Contest hereby consent to the exclusive jurisdiction and venue of Pennsylvania courts (state and federal) for any causes or controversies arising out of the Contest. Each participant waives any and all objectives to jurisdiction and venue in these courts. All applicable federal, state and local laws and regulations apply. Void where prohibited.

Except where prohibited by law, the Winner grants to Sponsor and its advertising agencies the right to use and publish their photos, proper names, likeness, voices, opinions, biographical information and state in any media to promote Sponsor and the Contest without additional compensation.

Winners release and hold harmless Sponsor, and the IRC Municipalities , their directors, officers, employees and agents from any and all liability for any injuries, loss or damage of any kind arising from or in connection with the Contest or receipt or use and/or misuse of any prize.

Sponsor reserves the right to cancel or modify the Contest if fraud or any other factor impairs the integrity of the Contest as determined by Sponsor in its sole discretion.

CAUTION: ANY ATTEMPT BY ANY PERSON TO DELIBERATELY DAMAGE ANY WEB SITE OR UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, THE SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW.
