Electronics Recycling at the Buckhorn Facility

Program Available to Most County Residents

This service is available to all residents in participating mandated municipalites (City of Altoona, Hollidaysburg Borough, and Logan Township) and residents in any non mandated municipalities.  Tyrone Borough residents should contact their municipal office for all recycling information, including hazardous materials and electronics.

Most Materials Free, Some Now Have a Modest Fee

Due to increased recycling costs for non-televsion and non-computer electronics, a small fee is now in effect for some of those items.  The IRC Recycling and Composting facility still accepts a variety of items for recycling at the Buckhorn Facility and computers and televisions are still free. The following are the different electronic items accepted and the fee schedule. You can find a complete list of materials accepted and a description of our composting operations here. 

In 2010, the Pennsylvania General Assembly passed legislation requiring the recycling of televisions, computers, and related electronic devices. This service is free to all residents.  It is a self serve drop-off. Residents should be able to unload their electronics without assistance. If you have truck load quantities, please call ahead to ensure that we have adequate space.  You can reach the IRC Compost Facility staff at (814) 941-6675. 

The materials will need to be separated into the categories listed in the table below. It is important for residents to keep the different materials separate to ensure recyclability. Our facility is a source separated facility.  This means that the recycling collected at our facilityy needs to be separated into the individual commodity streams.  The recycling at our facility gets directly bailed and sold on the recycling markets.  There is no one to sort recyclilng that has been mixed together at our facility.  When recycling is mixed with trash it is trash.  Please pay attention to the different separations when using our facility.   Small businesses (businesses with 50 employees or less) may also utilize the drop-off at our location.  If you are a large employer, please contact us at This email address is being protected from spambots. 2021 Blair County HHW Collection Event at the Jaffa Shrine

To help reduce the amount of hazardous waste in our homes, waste stream, and our water supply, the IRC
will hold our annual Blair County Household Hazardous Waste Collection Event on Friday, July 23rd, from
12:00 p.m. to 5:00 p.m. and on Saturday, July 24th, from 8:00 a.m. to 1:00 p.m. at the Jaffa Shrine.
 
PLEASE NOTE THE LOCATION CHANGE FROM PRIOR YEARS!
 
PRE-REGISTRATION IS REQUIRED! Please follow this link for more information, there is no charge to register: 2021 HHW Collection Event (tickets are not required to enter the event, so please save a tree and don't worry about printing them!)
 
There will be a base charge of $15.00 per car trunk-load with an additional charge of $0.50/lb. for all paints, payable at the event via cash or check only.
 
ONLY the following items will be accepted:
 
• Fluorescent bulbs and tubes
• Mercury containing items (such as smoke detectors/thermostats)
• Lead acid batteries
• Automotive fluids (used motor oil, antifreeze, oil filters & etc.)
• Pesticides and fertilizers
• Flammables and corrosives (such as paint thinner and drain cleaner)
• Spray Paint and other aerosol cans
• Latex and oil-based paints *All paints have a $0.50/lb. charge
 
NO MEDICATION, ALKALINE BATTERIES, ELECTRONICS, OR TIRES ACCEPTED.
 
We ask that all in attendance please follow these guidelines:
 
• Stay in your vehicle at all times
• Wear a facemask when speaking with staff
• Place materials to be recycled in trunk or truck bed to provide adequate social distancing
